EXVRGAT DEVS DISSIPENTVR INIMI. Declaration RELIG PROT LEG ANG LIBER PAR in two lines, three Oxford plumes above and date 1642 below.

Good fine, reverse better, toned.  An excellent example of this very rare issue.
